Devotees from all over Canada came to Toronto to celebrate the Penafrancia Festival, typically seen in Bicol. Just like the festivities in the Philippines, devotees embarked on a fluvial parade, making this the largest Penafrancia boat parade in North America. Keisha Balatbat reports.
